煙草在線據(jù)《經(jīng)濟時報》報道編譯　　印度商務(wù)部征集了財政部和工業(yè)部對煙農(nóng)協(xié)會要求縮緊印度卷煙進口的要求的意見。

　　在一次部際溝通會上，印度外貿(mào)部指出，印度煙農(nóng)協(xié)會聯(lián)合會要求取消開放式一般許可證下的卷煙進口。

　　印度外貿(mào)部說：“煙農(nóng)協(xié)會指出，因開放式一般許可證而出現(xiàn)的卷煙進口的驚人增長、走私的增長和煙草控制，導(dǎo)致印度煙農(nóng)的煙葉獲得的價格很低。印度煙農(nóng)協(xié)會聯(lián)合會因此請求取消開放式一般許可證下的卷煙進口。”

　　2010——11年，印度卷煙進口從2009——10年的4.77377億盧比增加到了5.54885億盧比。

　　在本財年的4月至6月期間，進口卷煙保持在1.83765億盧比。

　　印度煙農(nóng)協(xié)會聯(lián)合會在給商業(yè)與工業(yè)部長Anand Sharma的信中說，國際卷煙制造商試圖通過合法和非法的渠道，將它們的過剩產(chǎn)量推入印度。

　　印度煙農(nóng)協(xié)會聯(lián)合會說：“似乎在最近的過去，進入我國的進口卷煙在卷煙被歸類為開放式一般許可證下的物品后出現(xiàn)了驚人的增長。此外，我們還了解到，走私及假冒卷煙假裝成合法的進口卷煙，出現(xiàn)了增長，估計在今年達到190億盧比左右。”

　　印度煙農(nóng)協(xié)會說，據(jù)報告稱，每年有170億支卷煙被走私進入印度，使得印度成為世界上走私卷煙的第六大消費國。

　　它還說：“由于合法及非法的進口卷煙增長，完全依賴于國內(nèi)種植的煙草的國內(nèi)煙草制造商無法利用更多本國煙草。”

　　此外，印度煙農(nóng)協(xié)會還說，印度與鄰國間巨大的價格差也是走私卷煙增長的原因之一。

Commerce Ministry seeks view on cigarette imports

　　The Commerce Ministry has sought opinion from finance and industry ministries over a demand from tobacco farmers association to tighten import of cigarettes into the country.

　　In an inter-ministerial communication, the Directorate General of Foreign Trade (DGFT) has pointed out that Consortium of Indian farmers Associations (CIFA) has demanded to remove import of cigarette under open general license (OGL).

　　"The association has pointed out alarming increase of imports due to OGL and also growth of smuggled and controlled cigarettes resulting in Indian tobacco farmers are getting low price for their product. CIFA has therefore requested to remove import of cigarette under OGL," the DGFT has said.

　　India's cigarettes import has increased to Rs 5,548.85 lakh in 2010-11 from Rs 4,773.77 lakh in 2009-10.

　　During April-June this fiscal, imports stood at Rs 1,837.65 lakh.

　　CIFA in its letter to the Commerce and Industry Minister Anand Sharma has said that international cigarette makers are trying to push their surplus production into India through legal and illegal routes.

　　"It appears that in the recent past, cigarette imports in to our country is alarmingly increasing since the cigarettes are classified under OGL. Further, we have also came to know that under the garb of import of legal cigarettes, the growth of smuggled and contraband cigarettes which is estimated to be around Rs 1,900 crore this year," it said.

　　The association said that according to reports, 17 billion cigarette sticks are smuggled into Indian every year, making it the sixth highest consumer of smuggled cigarettes in the world.

　　"Domestic manufacturers who are totally depending on domestically grown tobacco are not able to utilise more of our tobacco due to increase in legal and illegal import of cigarettes," it added.

　　Further, it said that the huge price differential between India and neighbouring countries is also one of the reasons for the increase in smuggling of cigarettes.
